But if they are community members and not staff members then why when you do /help does it say "Your question has been submitted to a staff member) or something along those lines?

Community =/= Part of staff team but Staff team = Part of the community.
You are here to ask questions to the part of the community that is a member of the staff team regarding subjects relating to the staff team thus Community > Staff Q&A

That’s like saying if I ask the government a question, because the government is apart of the general population instead of being a population to government question it’s a population to population thing, like no that makes no logical sense.
Community to Community implies anyone can answer, for example you asking a question and me answering it. Staff are apart of the community however they are their own “group” if you will.

Teachers aren't "staff". The /help command mentions staff because staff can still see your question. Pretty sure it says "and staff" anyway not only staff.

No, it's a specific part of the community to the rest of the community. The specific part being the staff.
