It's staff to community Q&A. Teachers are a part of the community, thus able to ask questions.

but Staff team = Part of the community.
You are here to ask questions to the part of the community that is a member of the staff team regarding subjects relating to the staff team thus Community > Staff Q&A
Teachers aren't "staff". The /help command mentions staff because staff can still see your question. Pretty sure it says "and staff" anyway not only staff.

No, it's a specific part of the community to the rest of the community. The specific part being the staff.
