However, I think something more like the Counter-Strike armor system would be much better and a lot more realistic. I'm not sure how hard this would be to do, but basically instead of the kevlar reducing damage by say... 25% from ALL weapons, there is a value for armor, and each weapon has a different armor penetration stat. This would take away from the need to make multiple vests, and balancing can just be done around the weapons entirely.

I'm pretty sure that would take a lot of work as these guns are predominantly from a Workshop item.

There was nothing wrong with having just Kevlar in the first place. The developers tried to fix something which wasn't broken.

Until the weapons are balanced, or the way armor works is changed to a more realistic way (body shot damage reduction, not everywhere), ceramic doesn't fit.

I know this is controversial but ceramic plating is a (somewhat) luxury item and its changing the games balance quite a bit.
As some of you might now i strongly favor a more passiv, well paced rp. In most of the crimes accouring in reallife people would not be wearing that high tier of protective armor.
Wihtout ceramic agressive rp would still be possible but a little bit more realistic and risky.
However i can see why some people aere opoosed to this suggestion

S.W.A.T, do they look like they are wearing average officer armour? No.

They already have everything they could possibly need other then a bulletproof rocket firing apache helicopter...
