It would be a good idea to have a lighter punishment for first time offenders or low hour people. People with +100 hours should get what they always would get.

hours mean nothing, so no.

They do. A player with 0 hours is most likely going to have less knowledge of the rules, than a player with 100+ hours. That's why a lot of the time, new players get a smaller punishment than those with more hours.

the suggestion was made to not deter players from the server with the current punishment. Only giving milder punishment to high hour players will have no effect.

He's talking about giving newer players a less harsh punishment so they aren't driven away the second they make a mistake, and more experienced players a harsher punishment as they should know better. I think you misread what he was saying
