I would support this change to NLR blacklist.

1) NLR indicator above his head (when inside the NRL zone), that would let other players know and would also allow for easier report on people breaking the rule while under the blacklist. (This could apply to anyone under NLR to make reporting it easier.)
2) Change the time they sit dead from 10 minutes to 3 minutes.
3) While in the dead state, bring up a window which explains what NLR is and why they should follow it.

This is still a punishment, it is less likely to deter players from playing again and is more likely to rehabilitate the offender.

Note: I misread the poll.
Instead of a 10 minute death screen, I'd prefer as punishment a ban or a restriction on all aggressiveRP items for those 10 minutes.

I'm very cautious towards any sort of automated punishment-system that punishes something where context can be vital.

While I do not like the NLR blacklist, I don't think that replacing it with an automated blacklist-system would be a better solution. Atleast now we hand it out at our own discretion if we think a NLR blacklist is best suited or not.

This is a fantastic idea. @Project

I do believe however, admins have knowledge to when someone is breaking NLR through confidential systems.

Does anyone oppose that idea? Lower the timer to 3 minutes, and display a description of why the player is waiting extra time? 10 minutes is just far too long, 3 minutes still provides a punishment and providing a caption explaining NLR would be beneficial to everyone.

So.. by that Logic, you want that People can not spawn in that time they have the blacklist?
Since: Vehicle, Weapon, etc.. Blacklist takes away the power to do that certain thing you got blacklisted and i do believe that 10 minutes is  better than 4 hours.

@Nebula that doesn't make any sense. Ask yourself - What is NLR, it's returning to the location of a death. So what should we take away? The death location, what do we take away? Every location, because you're sat there on an AFK screen for 10 minutes. It's like getting a vehicle blacklist, and not being able to play the game for the duration of that blacklist, because you can access your vehicle... We should be punishing the direct cause of the rule-breakage, eg: A weapon, a car, usage of OOC, returning to the location of a death. Instead for NLR we just make you sit there because you could POTENTIALLY return to a death location. 

Like I said, either punish the player if they revisit their death location, or lower the timer. It's a shockingly bad experience to sit on a blank screen for 10 minutes.

Yeah, I totally agree with this. When I got an NLR blacklist, it just drove me away from the server. However, the 10 minute AFK if you get too close to the area thing seems more suited to the actual rule, due to the fact you're meant to wait 10 minutes.

EDIT: I do like @Project idea, but it seems a bit too little for a player with over 100 hours, who should have a fairly good idea. Maybe if they have 100 hours or less, they get 3 minutes. However, if they have more than 100 hours, then they get the 10 mins?

They do. A player with 0 hours is most likely going to have less knowledge of the rules, than a player with 100+ hours. That's why a lot of the time, new players get a smaller punishment than those with more hours.

the suggestion was made to not deter players from the server with the current punishment. Only giving milder punishment to high hour players will have no effect.

He's talking about giving newer players a less harsh punishment so they aren't driven away the second they make a mistake, and more experienced players a harsher punishment as they should know better. I think you misread what he was saying
