1) inactive staff while this has already been pointed out and all players do understand that staff isn't robots and have things going on in their lives but a big part as why someone gets promoted is because of good activity on the server however I have seen some staff coming on just to go AFK, not administrate or just to leave again after 10 minutes. For those who are inactive, again we get it you got stuff to do but are you so busy that you can't find even an hour to get on? Surely you must have some down time.
What I and many other would love to see is a wave of moderators getting promoted, this was done awhile ago on another community and it worked out great the server was almost never unattended and the mods was eager to moderate. #modtropia
2) biased staff. While it's damn near impossible to get a biased free staff it's something the staff team should strive for. The biased once knows who they are and I honestly think you should take a step back and reflect on your decisions.
3) some staffs attitude: while we all understand that some of the people you deal with can have an attitude, but from my own experience you reap what you sow. Try being friendly for once and step down from your high and powerful horse and greet the rule-breaker with some respect instead of being hellbent on punishing them try to teach them. Be the bigger man.

In my experience when staff are friendly and act in a professional (And moreover not spiteful) way towards players it really helps build community relations, which as we all know, are genuinely important if you actually want players to be involved with any form of community program (such as this). Because on Limelight I've had people tell me they are hesitant to get involved with staff purely because they are worried they might get in trouble.
Like, is that what it should be like? Were players a literally scared to interact with staff.

Don't worry about taking a 'jab'. We're happy to see all these comments so that we can take it all on board and make improvements!

I can see why it looks that way but staff members are punished if they are caught breaking rules. Those that make a Staff Report thread in the hopes that the staff member in question will be instantly demoted will probably be let down unless it's a serious breach of conduct. We are issued suspensions just like a standard player is and can have our access revoked for a certain amount of time.
Like this has not been pointed out yet. There is 16 admins and 1 moderator, I'd say only about 6-8 of the admins actually come on. We know they have other issues in their life. But i only see like 2 - 3 admins come on the server but they only stay on for a about 30-40 minutes which is good i suppose, but another staff member won't come on until a hour later or so. I'd like to also point out that when there is 1 staff member on another 1 joins and then another 1 then it just dies out again and then waiting a couple more hours.
I also think that all the "Unwritten rules" need to actually become "Written rules". I also believe that the forum in-game rules differ from the ones on the server.
Certain people who are known to just minge around and have ban lists longer than Santas nice list been to be removed extensively from the servers. Not given 5 x last chances.

Expanding on point 3 again, I've seen this happen personally repeatedly. There are times, where some people in the team are horrors to talk to. There have been multiple times that I've said, either to myself or to others in TS, "Oh joy, X is coming on." or "X is on, so I'm off." Whilst there are times where this is a joke, there are other times where I really don't want to be in the presence of some people. This has been on the server, on the Forums and in TS, where the attitude of some people is terrible. I know that sometimes I'm a complete arsehole, so that doesn't help, but I often get the feeling that even if I farted rainbows or whatever, it wouldn't help.
So yes, whilst I understand the need for complete professionalism at all times, the admins with an ability to be less serious (I.e
, , ) are great people to talk to, because you can make a joke with them, you can question their decisions and not get a permanent ban for "TOS / Questioning Admins / Threat to Server Stability and Peace / War is Peace", you can talk to them without feeling like everything you say is being recorded into the #Internet4Permaban2k17 folder.

Expanding on point 1, I used to play UK Mornings (5:00 - 7:30), and I can safely state that there were never any administrators online during that time. The mantra often repeated is "record and PR", but when you have a 5 year old computer, which wasn't good to start with, I had the choice of "record and play at 2FPS" or "not record and have no evidence for when I get RDM'd".
I understand that you ain't robots, and it's not your job to come onto Limelight, but it's turning into a larger issue, where we have entire sections of time when there's nobody around. (Alternately, we get points where there are 5 admins on, but that's besides the point).
To give an example, let's say that every administrator, moderator, superadmin, devmin and Temar came on for 20 hours a month, that there are no overlaps, they never go AFK, etc etc. That's 22 staff members, at 20 hours a month, giving 440 hours in a month. There's 672 hours in Feburary, the shortest month. And again, this assumes that everyone's around, responding to calls, there's no overlap etc etc.
Like point 3 above, there are some staff who I can personally call out as being great for being around on the server, when I see them every day. Alternately, there are some who I haven't seen on in months. Again, I understand that some people have issues where they are unable to connect (RIP ) or they have constant issues with the map, but why not get more moderators to cover the gap? We have one moderator, who was promoted half a year ago. Why are there not more moderators? It's a shame to see for many periods of time, the servers being left to minges.
Point 2. I've again seen this first-hand. It can be blatantly obvious if a member of staff is biased, or it can be difficult to tell. Depends on who it is.
All staff members have their bias', but most are well controlled (with a few, rare exceptions). Then again, it may just be my experience, and other staff members have super-obvious biases against certain people, and I have noticed.

This an issue which affects everything, mainly rulebreakers going in a spree before an admin is called in via steam to come on and punish them. Another thing is, because there is no staff on, people know their roleplay won't get noticed so they postpone it until an admin gets on in hopes of getting a REP, meaning that most of the time passiveRP will not happen unless someone just enjoys do it. 4) PassiveRP rarely rewards players economically.
This is another reason people are discouraged from doing passiveRP and turn to either to woodcutting or meth/contraband. There have been numerous suggestions asking for a change in said subject.
5) There are very few "big" events.
They were very few on 2016 and they were not advertised enough on the forums. We need to encourage players and give them the freedom of "directing" their event or at least find a solution where people feel confident about hosting one. Also events that happened felt that they got out of hand.
6) Gamemode is rather unfriendly towards new players.
There have been various attempts on making tutorials on the forums but when a player gets on the server he should be introduced to 5-10 basic rules, shown how to unlock/lock/fix/refuel/park their car, change their name/job, make money and what restrictions exist in which jobs. While yes, teachers are here for this, it could be made far easier for players to learn this if they are shown to them instead of just told.
7) Gamemode gets repetitive content wise.
Things you can do (excluding RP made by players) are few, giving players new jobs, something to work on or at least something less repetitive than cops and robbers. ex. Trucking, Garbage Collection, Banking, Trade/Sale of ECSE stocks ect.
8) It is too easy for players to go on a "power trip"/abuse their power.
Especially officers, this needs to be limited somehow, usually this is killing any type of RP that being passive or aggressive and annoys people off the server.
Limelight is still awesome, but if this are worked on it would make limelight more "complete".

Please do not hesitate to express your opinions or be more specific. I personally do not mind criticism, and I am always looking to improve. I know some of you might be afraid to make a target of yourself, or to be hated by the staff team if you talk about them in a negative light, however, for me this will not be the case, and I think our staff team is mature enough not to take anything said as a personal attack. As long as it's constructive criticism fire away lads.
Another thought-
Some punishments seem too light. Experienced players will blatantly get a rule, and only a few day ban.
I vaguely remember something in the past about people losing REP as punishment, yet I've never seen that happen.

It's a mixed bag. It really depends on the administrator. Back in the days of RPP, where they were given out, I can see it. However, since administration is a tricky business, what one administrator deems appropriate may be to another a reason to remove REP, which introduces the bias again. If there was an administrator who hated me, and found any reason to take away my REP (which, let's be honest, are difficult to get at the best of times), that would be unfair as all hell.
It's a good idea in theory, but in practice it just leads to the anti-staff sentiment among people who loose REP/RPP, simply because they are so difficult to get.
I don't think we need more staff. We just need more ambition from the staff side.
Lack of PassiveRP
Main issue I see is the amount of passive roleplay. Although I haven't been on the server for a while, the lack of roleplay from what I know and have seen is lacking. Now this can be for many reasons but I will touch on the one reason I think is so.
Is is most likely to do with not being rewarded the same way. Lets say you rob a player. Your reward is money. Maybe you raid a base? You might gain a few guns a a bunch of weed etc. AggressiveRP has always been a main focus in roleplay because around 40% come straight over from DarkRP (Rough guess). PassiveRP needs to be promoted more and that is something I am not sure on how at the moment but with the communities help I am sure there will be a solution. With PassiveRP, the reward is much little. The only types of PassiveRP I see most of the time is ChefRP or Wood chopping that some people roleplay out.
Maybe it is just me and there is a lot of PassiveRP but I still feel like it needs to be promoted more.
