My two cents:
1) Inactive staff/Biased staff
For the last few months theirs only been so many staff members who activley come on the server to administrate, while other admins will come on the server however do very little administration/goes AFK, on to the point of Biased staff is that their's certain admins that people will avoid/leave the server just because they know a admin will watch them looking for a reason to ban/blacklist them, people shouldn't have to leave the server because X staff member came on and has a grudge of Y player.
2) AgressiveRP
For the last few months agressiveRP has been at a all time low for what reason I do not know/understand, the current state of the server is a full government team and perhaps half a team of Corleone's which results in cops being eager just to spot someone breaking a minor law, get in a chase/shoot.
3) Bugs
Bugs aren't getting fixed at all, some being quite high priority such as the SWAT ceramic plating bug which allows SWAT to get one shotted with a SCAR-20 or as simple as the Piano AFK bug.
4) Lack of PassiveRP
PassiveRP is pretty much non-existent their is no 'reason' to do it all, REP's rarely get handed out which most people strive for, majority of PassiveRP's end up on a loss of profit due to advertisements.
The quality of Aggressive RP is at an all time low.
People just mug and be generally minge-ish with guns for no apparent reason; shooting cops for pulling them over or just speeding away for no apparent reason. This then results in cops being aggressive with everyone else just in case they do it. So it just has a domino effect on the roleplay.

This an issue which affects everything, mainly rulebreakers going in a spree before an admin is called in via steam to come on and punish them. Another thing is, because there is no staff on, people know their roleplay won't get noticed so they postpone it until an admin gets on in hopes of getting a REP, meaning that most of the time passiveRP will not happen unless someone just enjoys do it. This also dicourages players staying online for prolonged times as they get too annoyed.

Most recent example of this would be lag spikes, it took almost 1 month before there was an formal announcement that devs acknowledge the issue and officially saying they are working on it and there was no announcement of the fix being deployed/issue being resolved.

In 1100 hours I have played on LL I have seen this being awarded to one group once. There are so many times where groups roleplay decently but still fail to get acknowledgement for that. I have seen hostage situations being "roleplayed" exceptionally by all sides and still only the government being rewarded REPs.
4) PassiveRP rarely rewards players economically.
This is another reason people are discouraged from doing passiveRP and turn to either to woodcutting or meth/contraband. There have been numerous suggestions asking for a change in said subject.
5) There are very few "big" events.
They were very few on 2016 and they were not advertised enough on the forums. We need to encourage players and give them the freedom of "directing" their event or at least find a solution where people feel confident about hosting one. Also events that happened felt that they got out of hand.
6) Gamemode is rather unfriendly towards new players.
There have been various attempts on making tutorials on the forums but when a player gets on the server he should be introduced to 5-10 basic rules, shown how to unlock/lock/fix/refuel/park their car, change their name/job, make money and what restrictions exist in which jobs. While yes, teachers are here for this, it could be made far easier for players to learn this if they are shown to them instead of just told.
7) Gamemode gets repetitive content wise.
Things you can do (excluding RP made by players) are few, giving players new jobs, something to work on or at least something less repetitive than cops and robbers. ex. Trucking, Garbage Collection, Banking, Trade/Sale of ECSE stocks ect.
8) It is too easy for players to go on a "power trip"/abuse their power.
Especially officers, this needs to be limited somehow, usually this is killing any type of RP that being passive or aggressive and annoys people off the server.
Limelight is still awesome, but if this are worked on it would make limelight more "complete".

I'd also add that bug reports that are easy to fix should be fixed as soon as possible. IE. The SWAT Ceramic from the lockers not working correctly. I've been inactive for the past week or so but as far as I'm aware this is still an issue.
As a U.S. Player who is on at odd times (Yay night shift), I notice a distinct lack of Staff on at the times I play.
In addition, it still pains me that the US server was basically forced into the ground, as we lost a steadily growing US community there.
Funding development. The current Updates are fantastic, but people are donating a lot of money to development, but is it being spent on development? This month there's £170 so far last month here was £370 primarily for development, but what development have these funds been used on? Understandably devs are very busy, but with these funds why dosent LL Hire a freelance developer?

I agree, I wish Limelight would be more transparent on how they spent donations. Obviously there are obvious costs such as hosting, etc. But a rundown of what the actual money goes towards in terms of development would be really nice.

The original reports were being handled by Vauld and General Rickets but when they resigned we failed in replacing them. A total fail on our part.
I think the main thing LimeLight and other RP servers lack is DEPTH when it comes to content, which is why I've lost interest and moved onto other games. When I first started off back in FLRP, I had goals like "make money" "build the best based", and "get the gas mask". But on LimeLight, a large part of the goals that I originally had were gone both content-wise and personally. I feel like people have nothing to aspire to get on LimeLight, where as back in the old days there were such items like the gas mask. Sure we have certain items like the spike strip, but nothing that labels you as the "neighborhood badass" like the gas mask.
Cars: Flashy, no new content, goal easily met
Meth: dead/broken content
Point system: little reward for a lot of work
Anarchist (previously rebels): Flashy, no new content
Police database: nice, adds some more, but adds no new incentives for people to play

The other point though:
Even if players catch staff abusing/breaking a rule it seems nothing at all gets done to them while players are receiving bans/blacklists while some admins will just get a slap on a wrist and move onto something else and be caught doing X or Y again.=

This is an issue which affects everyone, mainly newcomers going in a rulebreaking spree before an admin is called in via Steam to come on the server and stop them. This also discourages players to stay online for a longer period of time as they get annoyed by the constant rulebreaking without any staff members available to help stop it.

Main issue with LimeLight is that it's becoming repetitive.
We have so few options, pretty much everything has already been done and it's not as fun with the current limitations content-wise. I think many people would like to see a new map, new character optimization, new jobs, new props...
