That doesn't justify you being hitmen as Bounty Hunters. It's blatant FailRP. Bounty Hunters do not go out and do kill contracts, which according to your previous statement is what you said you were hired to do and yet the President confirmed that that was not the case and you misinterpreted it and therefore are at fault for your actions to follow. Having a Government Workers pass does not justify that either haha.

This video will sum up their actions. Blatant FailRP. Running up, saying are you up to negotiate and then killing me 0.2 seconds after and then laughing about it. No attempt to RP and no regard for the Presidents life. As you can see in the video, I saw them approaching, they didn't sneak up. The dude on the left, either Wobble or James Hellfire just ran up unarmed on my side to get behind me while the other armed one approached from my front. Saying you snuck up is a lie, but rather that you just ran up without caring about the situation

Both these clearly show  Arach's intentions for you, yet the accused party has gone against his orders and broken the rules in doing so - Rule 4.1 and 4.1d to be more precise.

We tried to talk to the guy but he wouldn't work with us so we went to deadly force.
Nev's video shows the player Wobble saying 'Do you wanna do the negotiations' and being interrupted by James Hellfire saying 'Bye' and shooting him to death. No prior attempts were made, nor any commands given for Nev to lower his weapon.
Again, this lack of reason for killing and instant aggressiveness not only counts as RDM, it also goes against your jobs.

It is therefore also clear that the accused players have broken rule 9.1 and a variation of 4.1c. As Bounty Hunters, it is your responsibility to detain criminals - even highlighted to you by the President's direct orders. You performed the work of Hitmen by killing him. 4.1 comes into play because, although your job title would suggest aggressiveRP, you are still government workers.
You should therefore always be trying to negotiate rather and annihilate unless acting in self-defence; hitting Nevy's ragdolled body emphasises this lack of RP style.

Due to these actions, the players in question will also receive a ban each of 48 hours, and a suspension from weapons for a further 18 hours due to their experience on the servers.

The player Arach was also found to be breaking rules regarding metagaming/FearRP, as he was PMing Corgi his whereabouts whilst under gunpoint. By looking at the video provided by Nev, we can see their exchange in conversation intertwined with Arach's messages to Corgi:
