Toxic, you would arrest them regardless if you saw them or not? So if I gave my "keys" (shared my car) with someone and they drove recklessly to me at lake, you would arrest me since my name was OOC on the car?

  I'd arrest you if you were travelling with them as a passenger as it was your choice to go along with the reckless driver. Would probably end up impounding the car since you made the poor decision of trusting someone else with the keys. This is all hypothetical though. I act depending on the situation.
