CityRP The 'Holstering' Problem

Suggestion for <in-game/forum/teamspeak etc.>
Add a 5 minute cooldown for holstering items, and a 7 minute cooldown for disarming completely.

In detail, explain your suggestion:
[font=open_sansregular, Arial, sans-serif]Instead of being able to holster/drop items when they want, players would not be able to holster items if they had used that item in the last 5 minutes ('used' that weapon using their primary attack key). Disarming currently takes longer than holstering, so I would increase it to 7 minutes.[/font]

[font=open_sansregular, Arial, sans-serif]EDIT 1: As Bambo implied, perhaps the player could /drop their weapon instantly, with the weapon being able to be picked up (not added to the inventory, but rather equipped by the person picking it up).[/font]

[font=open_sansregular, Arial, sans-serif]EDIT 2: As Overlewd suggested, this would be best implemented for only the items in the black market and weapon categories so that other gameplay is not disrupted.[/font]

[font=open_sansregular, Arial, sans-serif]After further discussion, I think the best way to go about this would be to remove the /holster function, and change how /drop works with items in the 'Weapons' and 'Black Market' categories. /drop would drop these tools to the ground, and players who pick them up would equip them to their toolbar, rather than have the item added to their inventory.[/font]

[font=open_sansregular, Arial, sans-serif]/disarm would work as usual (taking 45 seconds of standing still), and with /holster removed it would be the only way to bring weapons and black market items back into the inventory. This would make it harder to get rid of illegal items immediately, and thus encourage more passiveRP too by making aggressiveRP harder.[/font]

Why should this be implemented?
Criminals have an extremely unfair advantage on the government, and this is mainly due to the exploitation of the holster function. Criminals can shoot and kill other players, lockpick cars and carry guns on them at all times, knowing that they can easily holster their illegal item on demand. A common example of this is how people holster their weapons straight away after killing/attacking somebody, claiming innocence to the police officer who questions them afterwards.

This change would mean that the holstering feature wouldn't be as easily exploited, and would also level the playing ground between government and the underground players more. It would make RPing as a police officer less frustrating and confusing, and would also encourage passiveRP as it would make aggressiveRP a lot more difficult than it is. Currently, it is all too easy to be a criminal with this holstering feature available.

+support, as it is right now it is very difficult to prove that someone committed a crime that just happened.

On the other hand, it would be annoying to have to wait to holster your fishing pole or axe.

Perhaps this could be made so that it would only apply to certain items. 'Passive' items such as a fishing pole or axe would not have the cooldown, but items like blindfolds, hostage ropes, weapons, lockpicks and keypad crackers would have the cooldown.

Maybe add an alternative for ditching the weapon though, a way to drop it directly from your hand to try and hide the evidence.

It wouldn't show up when you were searched, but a search of the area might turn it up, and someone might stumble upon it and keep it for themselves.

Yeah, it'd have to be something different, so if it gets picked up it doesn't go straight to inventory and shows up in a search.
