After some more extensive review & discussing this case with another administrator, the decision was made to approve this report with the following punishments being issued:

-Diesel will be issued a permanent warning for FailRP, killing someone on the main street.
-Who? will be issued a permanent warning for FailRP, killing someone on the main street.

Had this been immediately after the mugging, I would not have been worried about it as it had initially looked in the video that Brave Soldier was chased out of Empire Hotel by you guys immediately afterwards, however the 5 minute gap leads me to believe that it should have not only been more fleshed out and planned better, but in a more private area.
