Evo was the original map, so if maps don't solve problems then we've just reversed the map changes. Therefore you should be happy.

I thought Evo City would resolve this issue, evidently not.

Evo somewhat increased the playerbase. On its first days the peak increased significantly, however it started to fall each day, although it's still much higher than it used to be on TN. Evo is a great map, even when there's only a few people on, there's enough interaction to keep people interested. There's still many things we have to work on, and we can't say that the map change resolved the issue, however we have to admit that it did make a huge change and that's a start.

Accurate concept & post. Frankly I think the server is lacking the level of casualness as other servers... also the terrible plague of PR obsessions by certain players won't help. But Toxic PR culture is another issue for another day.

I personally think the biggest problem is that players are hooked on money for some reason. People still lock themselves in somewhere safe and contrawhore for hours. That means players who are in for roleplaying (whether it be aggressive or passive) and interacting, don't have enough players to roleplay with. If people just started interacting more and casually roleplaying with each other then the server would be much more interesting for both new and old players. Roleplaying isn't just planned and forced roleplay.

The problem is that it's too easy to make money at the moment, so everyone just decides to make money over roleplaying and interacting.

Staff should start being more involved in roleplay situations and passiverps, that'll set a good example for the other players to follow, meaning more people will be involved. This has, however improved remarkably since the map change. There's still room for improvement though.
