People are just taking their expensive cars out for a drive, give it a week, let the event finish and stuff will go back to relatively the same with the exception that the market price for rare cars will be lower. Also, for speeding super cars, the best solution is, speed bumps.

I agree that many people test their vehicle at this point and that usage will decrease again. It will however still be way higher than before Christmas. And the attitude of those People being "My car is way faster anyways, I can outrun the cops" will most likely not change too. I don't really understand your last point as I understand that surely you aren't suggesting placing speedbumps everywhere, especially on Highways, to stop vehicles from going above the Speed Limit / Evading Police Custody.

I don't think "put more Speed Bumps down, change the Speed Limit and put more Stop Signs down" will tackle this issue. I don't think looking at short term player count statistics provides an appropriate overview for success of game development, especially when these numbers are unlikely to be sustained.

I don't see how more people getting better cars is a problem for anyone but rich people.

Think about it. 90% of all adults I know have a car yet I don't see my grandpa bitchin' about how much they used to work to afford one. Get used to it people, the world is changing and what used to cost tens of millions, now costs a few million. I'm personally happy.
