Why keep the FPIU for cops only

FPIU = Ford POLICE Interceptor Utility

I do not think I have to explain further. Never heard of a Ford Citizen Interceptor Utility.
There is the Ford Explorer but its used rarely for civilian purposes. There is no (civilian) version of it on the workshop either as far as I know.
