How big of a ladder could you put in a SWAT Van then?

I.e. Can you have it from the ground to the top floor of Mesa?


And can you find ladders on the property? For example, an unowned building, could I take that ladder and use it elsewhere?

As long as it's "realistic-ish" it should be fine. I am sure the administrator welding it is capable of determining this.

As mentioned before, it has to be reasonable. A ladder that reaches to the top of mesa apartment would not fit into the swat van. As long as it's all within reason there is no issue, if the ladder is slightly longer or shorter, nobody is going to issue punishments. But a ladder from the bottom to the top of mesa would not fit inside of a swat van. 

You can RP getting a ladder, but it has to make sense. And abandoned building it's a logical location for a ladder, a fire truck, fire station, or police storage is.
