You have mixed up three very different institutions:

Whenever a letter or fines wont do, they need to request the police to execute their decisions. (Such as: Einweisungen, Räumungen, Unterbindungen von Veranstaltungen etc. etc)
  • Sicherheitswacht: This is a group of very poorly trained citizens equiped with none or nearly none powers. They usually take about 2 weeks to train each and consist of people that (As we call it) want to play police without actually being police. Their tasks are to go around the city and be there, and radio in to the police whenever something is actually happening.
  • Stadtpolizei (Or as we call it: Police Light Light or Ordnungsamt Plus): Similar to the Ordnungsamt, but with more training (Aprox a year) and actual powers. They are bound to a specific city (Instead of actual police officers are bound to the state but are allowed to use their powers in entire germany). They are there to assist the local community.

While no german police officer would approach a US one in an insulting or respectless manner, the most common prejudice about US officers is the one of a nearly untrained (8 months in average), hardly law knowing one that has fired more bullets in his training then a german one in his live. Escalating would be another one, for example handcuffing without proper reason (security is no reason as long as the detained did anything to actually be a danger).

All in one Ordnungsamt+. 

But, as said, those are prejudices.

With state i of course mean the seperate state like for example Bavaria and not the entire country.
