My friend is joined the server he have everything good with hl1,hl2,css all downloaded , but when he join the server he can see this

Has he equipped (dont know correct word for that lol) the addons from the right bottom at main menu

This is atmos, the weather mod for GMod. Sometimes if you don't have the addon, it will create this error, because the addons uses a screen overlay which needs to be downloaded.

Options -> Video -> Advanced.. -> Motion Blur, click the drop down box and make it disabled.
