Since when have you experienced the bug? Since I joined this strange small DarkRP server which for some reason used limelight content packs, since then police ELS systems have been errors for me.

Have you disabled multiplayer downloads? Also make sure you are subscribed to photon and TDM Emergency props.

Run FactoryReset-GMod.bat which can be found in the base of your Garry's Mod installation.
