Since when have you experienced the bug? Since I joined this strange small DarkRP server which for some reason used limelight content packs, since then police ELS systems have been errors for me.

EDIT: I can't even see fire engines

Have you disabled multiplayer downloads? Also make sure you are subscribed to photon and TDM Emergency props.

Not a bug, moved to help and support.

Run FactoryReset-GMod.bat which can be found in the base of your Garry's Mod installation.

NOTE
This will remove this folders:

\garrysmod\cfg
\garrysmod\settings
\garrysmod\data
\garrysmod\download
\garrysmod\downloads
\garrysmod\downloadlists
\garrysmod\gamemodes\base
\garrysmod\gamemodes\sandbox
\garrysmod\gamemodes\terrortown
\garrysmod\lua
\garrysmod\cache


And this databases:
\garrysmod\cl.db
\garrysmod\sv.db
\garrysmod\mn.db

Could you send me a pm containing the IP for the DarkRP server?

Also, you may need to be subscribed to the TDM Props Pack, LW Props Pack along with the Photon Lighting Engine.

Welp I don't know what I did but now I have the textures again lol, next time I won't join dodgy servers
