Maybe, you should take your time then if your doing ClanRP. Patience is Key. 

When I am a Police Officer I only drive at 40MPH with lights on because if I turn a corner at 70MPH there is a 75% chance I will lag or lose control and rather cross into someones vehicle or hit a tree. People who speed after people especally Police Officers are crazy. IRL - Police also don't go onto the other side of the road, which 90% of the population of the community do as Police Officers as Lights mean they can break the law apparently. :)

Police do go on the other side of the road a lot of the times to avoid traffic and on here it's especially needed since people don't yield to emergency vehicles. FYI also, having emergency lights on exempts police officers from traffic laws so that also helps negate your last statement.

But back to the topic, Rockford or another bigger map is definitely needed as with 70 people on, it's a lag fest and too congested.
