To be frank, yes. Charges were not pursued by the FBI.

The only reason Clinton did not get charges filed was because she was a presidential candidate. That is fact. It is highly illegal to mishandle classified information. My father even explained this to me, he has security/classified for the U.S. Army.
A US General who mishandled classified information in a slimier way to Clinton was charged and incarcerated.
