The prime reason I find that LL's criminal groups have been drying up, is because people are more or less afraid their IC actions will be dealt with OOC and result in punishment or a forced stop, even if no rules have been violated.

The problem is not only rules covering RP but also the varying admin interpretation of those rules, and the fact that so much stuff that could actually be dealt with IC is picked up by an admin.

Yea its his own fault for being there, but the actions beyond that are still entirely manageable within an IC scope.

Punching people a lot? You could punch harder/faster.
Stuff like this could make competition RP for things in this game, so whoever grinds the most *meaning playing more) will win in the competition. This will make people want to come back and be better.

That takes people out of RP. There's no response ICly to being killed. That RP was then ended for a good 20 minutes due to NLR and rebuild times.

In any combat or crime relation situation, someones RP is taken out, ended or otherwise delayed for a period of time.

Even though someone has died, that does not mean the IC situation ends and that no one can have witnessed the crime and continue to take action against it.

IC actions deserve IC consiquences.

There is always the exception mind you, such as Bob joining the server, getting a gun and just killing everyone he can see after 5 minutes of playtime but for the most part situations can just be handled In character, which is another reason for more in depth systems to enable this to be more of a possibility.

Example: A more fleshed out the detective system so police can truely investigate a crime, and track down the criminal.

Here's one, not make people feel like they are fucking tip toeing around egg shells when they play the server, every time I go on I'm so scared of getting banned for doing my RP, and when I have the tiniest confusion I can't do anything until an admin answers my request which is low priority due to other situations taking priority. And half the time, some admins aren't even online so I have to do the same boring RP that I know won't get me banned, I can't experiment at all without fear of being punished, I was scared of setting up a fucking boxing event because I may of been banned for punch whoring or some stupid shit.

They do not help at all with specific RP's, posting me a rule book and assuming people to know everything from that and do every single thing by the book is just having your head up your own ass, if you want to do the basic, non original, boring RP's, then yes that will help you, but if you want to do a interesting RP you better hope you get admin permission, get RP background, etc etc the list goes on and on.
