Here's one, not make people feel like they are fucking tip toeing around egg shells when they play the server, every time I go on I'm so scared of getting banned for doing my RP, and when I have the tiniest confusion I can't do anything until an admin answers my request which is low priority due to other situations taking priority. And half the time, some admins aren't even online so I have to do the same boring RP that I know won't get me banned, I can't experiment at all without fear of being punished, I was scared of setting up a fucking boxing event because I may of been banned for punch whoring or some stupid shit.
Sorry to be aggressive but this is what I really think and what I think other people think as well.

If you can't possibly do any RP which isn't "the same boring RP" because you fear you're going to get banned, then that's probably a more of a problem with you than it is with the rules. Although, I agree the rules could be less confusing.

Well I wanted to do a Saw rp, where, ofcourse, people agreed they would be killed and didn't mine how, but because making my RP required it to have a trap which prop kills the people who willingly didn't want to die, and many other rule infractions, I was not able to do my rp, my rp didn't harm anyone outside of the rp and only involved people that wanted to do it. This is just one of the RP's I wanted to do and was shut down because the 'by the book' mentality this servers got really limiting my RP's and stopping other people who wanted to be involved from taking part and enjoying the rp.

Then don't do such RPs, there are endless types of roleplay just pick one that isn't against the rules.

What so you mean by this? Most RP’s that are unique are ok if they don’t borderline rule break. Do you have any reason why you think this?

idk what admins ur talking to bc the rules are to prevent you from ruining other players experience but shouldn’t really be a major factor in RP scenarios they agreed to take part in

example being put under FearRP with both parties agreeing to use roll to determine actions would allow you to “break” FearRP but isn’t against the rules

So many good suggestions and important points already covered, especially by Theo.

Since I moved away from home and switched to a gaming laptop, I literally am unable to play LL now (right as I was getting back into it) because I get around 10fps as opposed to 100 I get in other games.

But the point about there being almost nothing to do except cop-bait and be a cop is true, there's not much to do and Passive RPs get ignored a lot. I was actually planning a large event with a friend before I moved to Jersey and unfortunately haven't been able to continue with those plans due to the serious performance issues of the server that is so much worse than with other GMod servers.

In addition, I agree that the US server is a waste of money and those funds would have been better spent on more paid development work. The backlog of approved suggestions is staggering. Not many people wanted Florida and a serious minority of the community wanted a US server - and I think it's already showing that it hasn't helped grow the community either.
