You are considered under fearRP when you are seated in a vehicle. As the rule says. 
But the moment you get out of the car then you -are- visibly armed and therefore, immune to FearRP. 

So even if you equip the weapon before going to sit in your vehicle, having your weapon on your lap in-character. You are still considered under fearRP. 

If you get out of your vehicle the weapon is automatically out, in your hands and therefore, you are visibly armed!
