Axes are still classed as a weapon as they're able to inflict damage and kill.

2.2 - You must follow the orders of the person(s) who have you under FearRP, and you may not draw a weapon on them or attack them. FearRP applies to melee weapons and tasers if you are within effective range (except if in a vehicle).

After getting @ Supreme to finally test the axe, it does do damage so therefore it would put you under fearRP. Granted, when that person with the pistol crouched, you couldn't see his gun, as he was hid below the car. However, the axe was within easy hitting distance of you, and you could clearly see it. Therefor FearRP being applied.

As @pufitee‍  has contacted me over steam to tell me he is unable to provide further evidence to the case I will conclude on the evidence provided.

As a wood cutters are is still able to inflict damage and is classed as a weapon this is a case of FearRP. Given that @Sammyfc‍ already has a suspension for FearRP pending at this moment and 5 priors for it, this case will be approved and the current suspension will be extended and probation will be applied.
