First of all - nobody would force you to use the map so you could still explore it by yourself.
I also updated the main post. It's now a 'Map Item' which can be bought for 500$.

Still takes away from the exploration factor if someone can just buy a cheat sheet. Not to mention it adds a learning curve for taxi drivers.
