If you aim a gun at something, be ready to kill what you're aiming at.

I do not feel that adding a new ammo type to existing weaponry would be a good idea, and most American Police Departments and Sheriff Offices do not mix lethal and nonlethal ammo in the same gun. They have different weapons that are dedicated to lethal and non lethal, that way the user knows whether the gun they're using is lethal or LTL, without having to check to be sure.

An acceptable alternative would be a Bean Bag round for a less-lethal shotgun (new model that is color coded to help differentiate with the benelli), a Taser X12 shotgun, or a 40mm grenade launcher that has the option for teargas or rubber bullets (AND NO EXPLOSIVE ROUNDS)
