Negatives: You can use a taser at some sort of range. If you are having to shoot a suspect, they most likely have a weapon.. hence the reason that you are shooting at them in the first place. Why not just allow Police/SWAT to use he tranquilizer sniper, if they don't already have access? I'd say allow this as a Gov only weapon (tranq snipers take to long to effect the shooter and are VERY bad compared to the ramge of a rubber bullet in game) that allows for a 25% to accidentally kill the player into an injured state. If hit successfully to 50 health, the player goes unconscious for 1 minute and recieves his health back to 100 as he is unconscious.
