Description:
It appears as if all spawn points on rockford seem to spawn within the town hall instead of their respective zones, this inclides gundealers, corlones, citizens, anarchists
Bug is [In-Game/On Forums/Other]: Ingame

Might be due to the map name change.

@Burnett would you be able to rename the file?
