The issue I've had many times that I believed 4.4 would help with is when I drive down Main Street in the Fire Engine, lights and sirens going to head to an active accident, and a citizen runs into the street making me stop, then keeps in front of my vehicle asking for a ride to their car somewhere.

Could a situation like that be considered FailRP then? In real life you would never stand in front of a large Fire Engine blaring its sirens and ask the driver for a ride. And also, you are risking your life if the truck is not able to stop in time.

As for 4.3, this has been one of those unwritten rules that I've noticed. Perhaps there could be a 4.3a that states if you are involved in a pursuit or emergency situation you can continue on and alert the medical team as soon as possible?

The citizen obstructing your vehicle and asking for a lift when you're running an emergency,  by itself, is FailRP. Implementing something like 4.4 would get an administrator involved if I'm trying to stop someone for failing to yield or otherwise evading me. Frozen car, chase over because an admin has to enforce the rule.

And with 4.3 as you've mentioned, the lead vehicle won't generally stop, and a support unit would deal with the injury.  Safe to say that someone who was not taught to look both ways before crossing isn't very high on my list of priorities when I'm responding to, for example, a couple of Rebels taking the top floor of the Town Hall and picking off police officers for a solid two hours(not gonna name anyone)

Car Death-Match

4.1 Follow CDM (Car Death-Match). Do not run over people on purpose and always try and brake/avoid people when possible.
4.2 Do not walk in front of vehicles on purpose, this could be considered suicide breaking rule (1.3).
4.3 If you should hit someone by accident, leave your vehicle and /request for a medic even if one is not available.
4.3a Under an emergency situation: i.e. police/fire/medical calls, involved in a chase and/or being shot at, you may continue on but /request a medic as soon as possible.

I have a quick question that relates to this discussion.

Why is all forms of CDM forbidden? Why is it not just random CDM?

The reason why I ask, is because I can think of many many role play scenarios where someone RPs being killed by a car in a legitimate manner. Ex. A man is kidnapped by the mafia and as a means of an "accidental" death, he must be run over until he dies. Or ex. Man begins to open fire on your vehicle as your driving very fast and you can't jump out due to the high speed, so you run him over to eliminate this threat.

Using your car as a weapon as opposed to a gun, for example, falls under CDM. All forms of CDM are against the rules to discourage people from going out and trying to stack up a kill streak with their car. Since this is a Roleplay server, using your car to kill people like you're in large scale CS:GO isn't condoned by the administrators. If it were an admin - approved scenario in what you've mentioned with the Corleone roleplay, and typed actions were involved to add depth(/me and /it) rather than just blatantly running someone down, that'd  be a likely (yet VERY small) exception to CDM(though I would definitely get an admin's approval first)
