Description: Blacklist page is infinitely loading, I have not observed this issue with the Bans, Warnings or Forum Warnings page

Yeah, it uses a filtered blacklist view which is slow-as-balls right now. What I'll do is add another column, and update that in a cron every day to decide hidden state.

Blacklists now use their own filtered table.
Every hour, ~100 records are updated, from oldest to newest.

This means that there could be a long time between a blacklist being eligible for hiding, and actually being hidden.
However, since the eligibility timer is 2 years after completion, this shouldn't be a huge issue.

Unspent blacklists will not be hidden.
