HWAT:  There are multiple ideas that are all linked together, but can likely work separately. I'm giving them all at once instead of spamming multiple threads. Please give me your thoughts on what parts you like, and what you don't like.

1: Encrypted Radio- Add a purchasable item to the market that when used, prompts the player to enter a 4 digit code. This will make it so that all of players Private and Clan Radio transmissions can only be understood by other players using the same encryption code. Those without the proper code but still on the right frequency will see an unintelligible message from an unknown source in text chat, and see someone keying up but not hear actual words for the voice. Team Radios will be encrypted automatically.

2: Radio Base Station- A place-able object that can tune into frequencies and will play both the text and radio to anyone in the area. Have multiple versions, with more capabilities for the higher priced ones.

• Basic Radio - Can tune into all Private Radio channels. Cannot handle Team/Clan Radio. Cannot handle encrypted messages.
  
• Standard Radio - Can tune into all Private Radio channels. Can handle Team/Clan Radio that the owner is a member of. Can handle encryption. Cannot access other Team/Clan radios.
  
• Advanced Radio - Can access all Radio channels. Can decrypt all channels the owner has access to, or has the code to. Cannot decrypt messages on Team/Clan channels the owner does not have access to.
  
• Decrypter - A crafted device that is used on Advanced Radios to be able to decrypt all channels. It is a single use item, with a lengthy installation time. Due to it's homemade construction, it is unreliable and liable to burn out at anytime, possibly frying the Advanced Radio at the same time, which would then require repairs and installation of a new Decrypter.
  

3: Frequency Scanner - Devices that scan all radio frequencies in a small area and reports which frequencies are being used.

• Handheld Scanner - A SWEP used by the player. Only scans when LMB is held down. Upon release of LMB, displays a list of all frequencies used in the area while the button was held down.
  
• Placed Scanner - A small place-able that reports on frequencies used in the area by scanning for a bit then sending a report to the owner. Owner can choose the frequency of these reports.
  

WHY: Right now, every Radio but private radio is secure (unless there is a mole). This will allow the security of Private Radio to be strengthened, but also add the ability for players to "hack" the currently secure channels. This will create many RP opportunities- Criminals with the proper resources can listen to the Police and plan crimes around that, Police can build a case against suspected criminal groups by monitoring their communications, a Dictator can hire a team to monitor all the radio traffic and use that info to squash out rebellions before they get out of hand. I feel these ideas can greatly improve a system that we all use constantly, yet don't really think about to much, without making it too complicated to bother with.
