Randomly came into the jail, I am of course, cuffed, and he opens the door and randomly hits me in the face with a baton with no reason to it.

I opened the cell door, you then stepped forward in what I perceived as an attempt to run, so I knocked you out to prevent you from escaping.

This was handled ICly as well, but the Police Chief did not believe I had done anything wrong.

In the video I can be heard saying “get your bitch ass away from me, square up [to me]”. This reinforces my first statement of me knocking you out due to your approach towards me, which I perceived as you attempting to leave.

iirc he may have been hit several times after that, as he started getting aggressive towards myself and ignored my warnings to be quiet.

Seems to me you wanted to randomly hit me then backpedal saying 'it was because you were squaring up to me'
He did hit me multiple times after that I believe.

The action alone in the video is fine. I would have to see what happened for the other hits to decide on that as well.

If he opened the cell, knocked you out, and then kept beating you that would not be OK. A single hit after you walking forward isn't enough to be 3.1. There is no real way to push someone in CityRP, IRL a cop could push or shove you back into the cell but on LL they tend to need to use tasers or batons.
