Description: In the F1 menu it doesn't show any requirements in the descriptions of the fishing rod items that they require a level and there is no level requirement to purchase these items.

Not sure if this is a bug or this is intended. You're right in saying that you can purchase all rods at any point, however, you can't use them until you hit the required fishing level. Also I believe under the "fishing skills" section of the skills tab, it lists the level requirements for all rods already.
