Summary: While acting as Security for a Casino, my partner and I noticed an individual hanging around my vehicle acting shady. As we make our presence more visible (and joined by the Casino Owner), he runs across the street and appears to start breaking into a car parked there. As we watch, he runs back to my vehicle, and we see him start breaking in via the rear hatch. My partner and I move to confront him, with our pistols out. I take the Drivers side, and my partner takes the Passenger side, both getting him under gunpoint as I issue commands to show his hands. Instead, he pulls out a SCAR-H. I react, opening fire and hitting him about 3 times as I fall back for cover while my partner continues firing on him. He runs around a corner, we reload, round the corner, and finish him off.

Although the case is crystal clear, I'd like to await input from the accused before I conclude.

I was a witness to his GROTESQUE actions.
I saw him run up to a Trabant and attempt to steal it, though upon confrontation he got out with an HK and got back into the car where he then realized was empty on gas. He ran over to the suburban and making no attempt to conceal his actions in front of the three of us standing there observing as he went to the back of the car and pulled his lockpick out.

The FearRP breakage was an immediate concern of mine being as I witnessed it unfold and as both VFib and Stomm had him under gunpoint and he was able to hear their instructions, although FOV in first person being that close to the vehicle might've impacted his ability to see them (though this does not void FearRP and he should have taken a look to see the situation before reacting the way he did)

Out of curiosity, I wonder what his job-title was as a BMD shouldn't be going around committing crimes that do not pertain to their specific RP // and thus I would wonder if they had a Chop-Shop or actual RP reasoning to go around trying to jack a car in the inner-city

oliver who I was basing with at the time had borrowed my van but I didn't know at the time where he had took it so I needed some form of transport, so I proceeded to to get the Trabant, but id wouldn't start, so then I decided to go for the Tahoe at which point then the guys at the casino came running up to me, at first I didn't see any guns on them until they fired shots to which then I got my gun out as self defense, I was outnumbered so obviously killed to which point then one of the casino guys calls me a dumbass IC I presume but that was basically the order of events

Stealing cars just for the sake of getting somewhere isn't allowed. The rules clearly state when you are allowed to steal a car and what conditions must be met.
Also doing it in the middle of a street where you can expect many people at any given time plus the fact that you knew they were watching you (since you stood there staring at them for a few seconds before proceeding) is pretty much FailRP at this point.

On the video evidence you can clearly see that they got their guns out first. You were looking at them for ~2-3 seconds before  getting yours out. At this point they opened fire (which is pretty obvious). They didn't shoot before you got your gun out. They gave clear orders and told you to put your hands up.

A 3 hour weapons blacklist will be issued for the FearRP violation, as well as a permanent warning for stealing cars without a valid roleplay background.

2.1 - You are considered to be under FearRP when you are in line of sight of a visibly armed person, who is within default microphone range of you and is able to harm your character at that moment. You must act afraid of armed people and life-threatening situations.

2.2 - You must follow the orders of the person(s) who have you under FearRP, and you may not draw a weapon on them or attack them. FearRP applies to melee weapons and tasers if you are within effective range (except if in a vehicle).

3.7a - All the jobs in 3.7 (+ Black Market Dealer) are meant to provide a service for the city. Do not lock yourself in a contraband room or otherwise seclude yourself from everyone and refuse to do your chosen Job’s task. Additionally, these jobs are not meant to commit crime which is unrelated to their job.

13.2 - You may steal vehicles to sell them back to the owners or other parties, but only with valid roleplay reasons.
