This was investigated further and concluded, I also mentioned many times in OOC to a large group of people to take it out of OOC. 

You as a hostage were destabilizing the situation greatly by telling the President to make a panic call therefore I felt it was justified for Tom to have killed you. Realistically it'd fall under attempting to escape as a hostage which is more than enough reason to have you killed. 
 
Police are also not meant to breach in while an ongoing hostage situation is pending before exhausting possible options for a peaceful resolution - while some Fail RP on the police side was noted here as I was cuffed I did not wish to intervene in an ongoing IC situation, by the time I was released the waters were muddied far too much to make a proper decision against the main perpetrator(s). This seemed to have contributed heavily to the tension of the situation and weighed on the ultimate ending, your death.

If you think realistically Being a hostage and Their being a gun fight right infront of you as a citizen you are going to try and get out there alive no matter what, do you really thik the gunman (Tom) should be listening to what im saying instead of trying to not get killed and as i said Before the President already radio'd in what was happening before i was Killed so there was No reason really for my death.

The situation was handled in-game and decided that it was valid.

Report Poster did not agree with the decision, and even when he directly interacted with the staff member and knew it was handled, he said it wasn't, therefor after talking with another staff member, we decided that this was classed as lying in the courthouse.

To clear it up; Zaid knew it was handled in-game, he didn't agree with the in-game decision which was stated to him clearly and he said it wasn't handled in game.
