Explain your suggestion, in detail: Hunger should directly affect the regeneration of stamina. The more hunger you have, the faster you regenerate your stamina. The less hunger you have, the slower you regenerate your stamina. The default, or current, rate of regeneration should be 50% hunger. Any less or more than 50% changes your stamina regeneration rate.

Explain why the suggestion should be implemented: Adds some more use to hunger. Right now hunger is just a tedious task for staying alive.

What about both hunger and health affecting stamina? Theoretically, if someone is hurt they're not going to be able to run for as long as if they weren't hurt.

I like the idea of hunger affecting stamina as it opens up the path for buffs/debuffs using food, which has been an area lacking depth for a long time.

Not sure I like health affecting stamina, though. While realistic, it might make combat a lot slower if people have their movement speed cut on low health and this may have other negative impacts on how fun combat can be and what options are available to otherwise outgunned players.

How would this be annoying? This change itself would increase RP. Chefs would actually have a purpose because food would have a much higher demand and be needed regularly. I have seen some really good ResturantRPs that aren't used because people stock up on food once a month, so they never have to find a chef.

Food is already annoying enough to take care of with zero benefits, so why not add some sort of benefit to an already annoying system. The only part that would be annoying is when your stamina regeneration would slow down  because of low hunger; arguably, the implementation can be tweaked so it is more of a reasonable feature rather than a hassle. For example, the slow stamina regeneration can only be applied when lower than maybe 20% hunger, and the faster regeneration can only be applied when above 80%.
