CityRP Reviving for cops or other means of doing so

Explain your suggestion, in detail: A way for reviving to be possible if no medics are online, for example having cops be able to bring people up. Another way might be better but  this is the best way i could think of. If you have other ideas please post them below.

Explain why the suggestion should be implemented: The way it is currently the server relies heavily on a paramedic being present. This is both a good thing and a bad thing. However, when there is none on, either due to low pop or just nobody wanting to play this role, criminals often instead of getting arrested or roleplaying the situation, will just get into a shootout to end up injured and die. I have seen this happen a few times already in my low hours of play and it is only prevented if an admin is on through /me gives cpr followed by an admin reviving the player.

maybe PD have a chance of killing someone if they try it themselves, like a 50/50

Removes random-arse revives during raids, whilst allowing EMS to still be functional

Police reviving during raids would obviously either have to be disabled somehow or implemented through a rule. Maybe put it behind REP points like the health kit even. The % Thing i quite like.

Could just be accompanied with the Paramedics no reviving rule. Just add FD and PD.
