That is one of the worst map ideas I've heard yet. Hate to come down on your idea so hard, but here's why it's bad:

Wayyy tooo big
No building space
No buildings to enter (other than a gas station)
No centralized area for people to gather 
Doesn't fit City RP at all
Too many hills, I can see a lot of our low-tier cars having troubles
Although beautiful and scenic, this map lacks a lot of substance to it given the absence of building interior
