Summary: The accused had killed me before, hence the NLR.

So I was walking up US 64 where I discovered I was being tailed by the accused in the Black Bentley who had driven past me a couple of times and seen my Gun on Saftey and I was also being tailed by him fellow accomplice @Not Enzyme on foot. Then without warning, The accused got out his Bentley and shot me with a Tranq despite myself having my Benelli M3 on Safety and then proceeded to take me Hostage. This violates rule -

2.1 - You are considered to be under FearRP when you are in line of sight of a visibly armed person, who is within microphone range of you and is able to harm your character at that moment. You may not draw a weapon on them or attack them.

You were far from them, definetely not in microphone range, and once you walked up they weren't directly within your line of sight.
