Throwing small events help, but even then, the majority of the players will only use their microphones to communicate, or do not actually RP.

The main issue with LimeLight is that people play as their self, just with a certain toolkit, and badge. It's a rare sight to see somebody roleplay as a character. Role-playing a ROLE is more common, but very basic generally. 

The main issue with LimeLight is that Roleplay freedom, and what we can do is limited by a lot of factors. No lore about the location the city is set in. No lore/structure/whitelist for the government. No encouragement for character development, risk and consequences to your action ICly. But some of these issues are just here because of the fact that this is a "semi" serious server. And that wont change until that does.

What we can do to fix this, without making major changes is change the map back to an Evocity map, it's called CityRP for a reason, and the shops and main hub area that evocity maps all have, works very well to encourage roleplay, and a central area for players to interact with each other. 

We should also look in making the rules a bit more flexible when it comes to RP, and a bit less flexible to those who want to ruin RP.

Maybe we could have another Passive night. Make new players who haven't expirenced passive rp themself's enjoy it without there RP getting shot up by minges

Me and @Blackout used to throw parties at our apartment and invite everyone there, including the police, at the background of the apartment we used to farm contraband, the sound of the music blocks any noise that anyone could hear from the contraband.

That kind of style of RP is one of the best in my opinion, you have fun and you make money. And lets' be honest its quite funny to see how clueless cops are when they see a bunch of people dancing and not ever think there will be contra.

If we have a passive night every night then the whole server is passive RP, we can't have either fully aggressive RP or fully passive RP, there has to be a balance between them, having a passive night every night is a bad idea.

Most people like aggressive RP and just because we want to increase Passive RP we shouldn't restrict aggressive RP'ers from doing what they want to do, at best we could motivate them for more passive RP's, considering a large majority of the community loves aggressive RP having a passive night every night will lose us a lot of players.

The thing is you can have good aggressive RP such as a mafia RP with a lot of character build up etc...
which I don't mind and actually enjoy taking part in ( @"Nevy" does a pretty good one )
But the current state of agressive RP is just people sitting in a house with contra, trancing and killing any police that rolls up nearby.

Officers may want to shoot down every criminal they see but so do the civilians. Then unfortunately, there are the passive rpers caught in the middle.

It's a mess, but very against restricting weapons to all officers, swat or not.

Lack of character development is unfortunate. There is no continuity or consequences - According to Overlewd your character is not the same on a day to day basis.

If they happen to share the same name,written lore, age, description, mannerisms or even employment. If you happen to change your /job or your job in the F1 menu at one point it isn't the same character, apparently.

Fantastic example of this is I used to consistently post news articles to keep people up to date on the clan politics but even admins or ex admins now would do anything in their power to throw a hissy fit claiming a character was not the character. So essentially anyone in a clan or RP group can make the claim "This was not that character" and their actions are voided.

By the logic applied by the current HR team I can blow up an orphanage, raid the PD, kill the President, shoot up the ATF - with my clan characters name, age, description and everything that comes with it. Wait 10 minutes and type /job Lionscrest Incorportated - Director. 

BUT IF I DECIDE TO CHOOSE THIS IS NOT MY CLAN CHARACTER THIS ISNT THE SAME CHARACTER APPARENTLY 

Characters need to be more concrete. Add character slots, who knows.

Would be awesome to see a character slot section where you could have more than character to rp as. Obviously these views about characters no being persistent need to be altered and it restored to the idea of characters having background and their own story's and wrap sheets and so on. This tacked onto alot of other things said would help in just providing people the tools to rp with a character that should have different traits and motivations than another that would be continuous.

Old ruling on clan charachters used to be that they are presistant. But if the charachters are not then it means we cannot have any charachter development in clans anymore. We cannkt forge relations between clans cause all contact would be limited by your charachter only exsisting then. 

If this is the final ruling theres no points in clans you cant really make alliances or do extend ro. Becayse nobody would be the sane charachter hence remember these agreements other clan members etc. Would like to get clarification of hr. @Overlewd @Enzyme

Clan characters ARE consistent, but only between clan roleplays and during clan roleplays. We do want development in clan characters over time. What we do not want is people losing control of their own character and getting screwed over just because they may have forgotten to change their character name between two completely different roleplays when it may have been obvious that it was not their intention for the character to be interpreted as the same one from before.

E.g ClanRP 1 -> Criminal RP -> President RP -> ClanRP 2, with different /job and everything between the clanRPs except the character name and description. There is persistence between ClanRP 1 and ClanRP 2, but that is no longer the same character for CriminalRP and PresidentRP. Because in 99% of the situations that would make 0 sense why someone would go from a clan job to a criminal to a president and then to a clan again.

That said, you CAN have persistence if it makes sense even in the above scenario, but it would require that persistence to make sense and have some sort of explained background or roleplay associated with it, and would likely need either you to witness said RP or have the person in question confirm to you that persistence is intentional.
