Thats not a tool. Effects are dynamic props which arent called props, they're called effects instead. They're spawned the same way as props are, so you just need to find them. There's no way to distinguish a prop from an effect in the Q menu, but when you spawn it, there will be a little yellow or green ring on your screen which you use to move the effect about. This is because effects don't have hit boxes per-se, so you have to use the ring to move it. You can only see the ring when you have your physgun out.

They are not in a specific part, they are with the other props. You couldn't spawn them because they were not enabled, now if you have the reps you can

there is not only one prop, there are many and they are in the spawn menu. some are skybox props for example. Not all skybox props are effects, the ones with a green circle once spawned are.

For example, go into any of the Half Life foliage or forest folder and there is atleast 1 effecf

Just take a look around in the foliage or forest folder of Half Life, Half Life Episode 1, Half Life Episode 2

Or just browse through them.
There arent really any well known effects.

This is an example of what the effects are.

The sound emitter is a tool you can place down and it is extremely easy to figure out.
