Also, if the prisoner loses, then they have lost a lot of time. As they will have waited something in the region of 5-20 minutes + their arrest time. I don't see this going down well with a lot of people.

As good as it would be to see such an in-depth system, I don't see this working. There are other ways around this issue but it would require a lot of effort to create and function.

That, and as the average ''aggressive'' player doesn't even have the attention or patience to have handcuffs placed on them (see: ''gosh just arrest me already ugh''), I don't see them willing to roleplay along going to a court room or such.
