Have you tried changing the model on the character screen in the F1 menu?

The black sheriff deputy outfit when you been given a LEO pass you dont turn into that color your a white guy

I've just tested both of these in-game, they work perfectly fine for me. Are the heads from Half-Life 2 or are they the GTA V looking heads? If they're the GTA V ones then it appears your bodygroups for said model may be saved, not entirely sure.
