Explain your suggestion, in detail: Add it some kind of you can send 3 messages per 60 seconds or something

Explain why the suggestion should be implemented: Because spamming the /911 or /request has become more often now.

Since these features do not cost anything and can be used in situations where they shouldn't be (I.E. in jail), they shouldn't be spamable.
