Okay, after consultation with multiple staff members, we've come to a conclusion.

Boshine was in breach of FearRP, communicating with others under FearRP. This policy hasn't changed, even prior to radio's doing /me's, using the radio, PM or any other form of communication is against our rules.

Boshine shall be issued a 1 day suspension for the breach of FearRP.

Vatipaa is not in direct breach of any rules. However, I would always advice that RPing first is preferable, and that running out from behind a vehicle and opening fire for a fine isn't acceptable, and may have led to further consequences if caught in-server, especially considering some of the past history that LJS has in reference to poor levels of RP.
