Explain your suggestion, in detail: I saw a suggestion I think on a new /911 system to make certain areas of the map dead-zones to all forums of in-game communication. I thought it could be expanded further than just the 911 system.

Explain why the suggestion should be implemented: Places like towards the lake houses, the far side of the ravine, the white house on 74(?) and perhaps towards the boundaries of the map block all IG communication (Radio, Voice Radio, Panic, Backup, Life alert and PMs). This will create more RP opportunities for planned ambushes as well as allow some more underground jobs some space to set up a base in relative safety, due to the risk of the authorities loosing communication.

Perhaps even add public telephones and/or a house phone entity that guarantees signal in these areas. Maybe even allow transmission from radio equipped vehicles with a RNG% or a delay on the message being relayed. Furthermore the jamming system could be implemented to further underground RP's ability to protect themselves from the authorities and allowing more efficient planned attacks on Government Officials to take place.

+support if there would be ways to counteract the bad signal through radio communications or cellphone communications (like the ones you gave above, i.e. the delayed message or radio equipped vehicles).

Seems well thought out. Could make the jammer an object about the size of a druglab for bases, and have a directed (aimed cone) or a deployable (kinda like how you deploy or drop SLAMs) SWEP for use in terms of raiding/ambushing.
