Description:
When a mechanic using /customize on the presidential limo, the effects of the permanent behaviour are not applied for instance adding Skin 1 (White Limo) doesn't save when respawning the vehicle down.

As I said on my suggestion. It currently spawns with skin 2, simply making it spawn with skin 4 would pretty much resolve the issue.

No Governmental Vehicles does save any modifactions.

Yes. Modifications for Government Vehicles are overwritten upon spawn. This prevents the modification system from working.

However, I'm unsure if this is intended behaviour, perhaps @Voluptious could clarify?

^ That's not quite right. Body groups do save. 

I can prove it on my Tahoe. Even the skin on the Tahoe is saved.

Right now there is only the CVPI, the Suburbans and the Limo that doesn't save any /customize modifications, as far as I know.
