Rockford I feel has a lot of potential. And already I've seen some great dupes made on the map as a result. Some great offices, hideouts, a fully working manufacturing facility and other things.
To me it seems you are very focused on a few areas and not the whole.
And overall, with the exception of the government facilities. The restaurants, shops, towing yards, mechanic area, etc can be repurposed just the same as EvoCity could. Place a wall over the signs and viola, you can make the building whatever you want.
Now I do agree that some buildings are limited due to the fully furnished sections. The Taco Bell and grocery store come to mind. But even those provide good RP for players that don't have the skills or time to invest in building for hours.

I made a 7/11 in the tiny main street shop near pd. Just make good use of the space and you can make lots of things in the storefronts. FBI made a field office in the big part of the industrial area. I could see people building proper rped meth labs and weed farms in the warehouses, or shipping companies. Lots of possibilities

While I don't necessarily agree that good RP requires the use of building elaborate bases/houses/structures, but rather more often really good interior, which Rockford allows for.
My biggest complaint about Rockford are all the goddamn trees.
Want to build by the highway?
Nope, trees.
Want to build by the lake houses?
Nope, trees.
Wan to build by the bloody slope to the villas?
Nope, trees.
Now, admittedly, V4B had relatively many trees in otherwise useful areas as well, which was something I wasn't too fond of.
A Rockford without trees would be heaven IMO.

While I do love Rockford, I have some complaints about various things that have disappointed me when trying to build some buildings:
1] Lack of lighting. Rooms get dark at night, making it hard to see, and making dupes look weird.
B] "Useless" buildings. There are 4 buildings that annoy the hell out of me for various reasons. The Powerplant Offices are weirdly furnished, its basically a front desk and 4 meeting rooms equipped with whiteboards made of PURE LIGHT. The Cinema because really nothing can be done in there. GM because its so SO BIG and yet not many RPs can make use of its space with the setup and current decorations. And finally, Rockford Customs just seems too cramped, which is weird because its a big building. I just feel limited in there.
3] Bad textures. Some buildings, such as the Real Estate office, have really stupid textures in them. Why is there an overgrown brick path INSIDE a building!?
4] That yuge ravine. While I definitely enjoy the concept of the ravine, and love the hilly aspect of the map to death, the ravine is a tad excessive, especially in the NE corner of the map. Still better than the v5p pit of doom.
