GMod in general isn't perfectly optimized. Therefore many computers have a hard time running this game. It gets even worse if you have 50+ players on a custom map with many props/cars.
You can find a guide on how to increase your FPS in the guide section. 
About the connection issue: Could you provide us with your ping, please? You can find it far right next to your name in the TAB-Menu.

My ping is around 100-200 usually because I live in the US and the server is hosted in Europe. No matter how fast your internet is, if you live farther away, you will still have latency issues.
