CityRP Make underground activities more profitable and risky

Suggestion for <in-game/forum/teamspeak etc.>:


In detail, explain your suggestion: Rework the underground RP process to be harder, riskier but much more rewarding. At the moment, a fully tuned wood cutting set (Axes, steroids and pockets) is much more profitable and less riskier than a drug/money forging ring.
so, here I present you a couple of suggestions that could help resolve this issue:

1) Concentrate more heavily on drug producing. (Idea taken from PERP) instead of magically creating a drug lab/money printer out of nowhere, you'll have to buy seeds (Shrooms, coca, poppy and weed) from a BMD, put them in a pot, wait ten minutes for growing and sell them. For drugs such as cocaine and heroin, they should be put in a drug lab item for further processing. This should be more profitable than wood cutting, with each reward and time/money expense being reasonably higher than wood cutting.

2) Reduce wood cutting pay: Reduce wood cutting payoffs from 25 to 50 %, to encourage people to base and raid. The ratio should be enough to have wood cutting as an option but make it so that crime would pay more than normal methods.

3) Instead of having his whole inventory and cash at your disposal, one should have a personal inventory and all of his items available from a storage NPC, while cars from a garage NPC. Each car would have a trunk, that would be saved and accessible by the player, but searchable by police (Unlike storage). Same would apply for money, with a bank account and a cash wallet. Wood profits would go straight to one's bank account, while drug profits would go to his/her wallet.
Police would be able to search the person for drugs and confiscate illicit items on one's person. Farmed drugs would have to be carried manually from the producing plant to the drug dealer, while the vehicle could be intercepted at checkpoints, raided by rival criminals and so on. Criminals would be allowed to mug for all of one's wallet and perhaps for specific items, such as weaponry (But not for e.g. axes)

4) Seizing UI: Police will be able to seize illegal items. to prevent random seizing, item confiscations will have to be approved by the president.

5) Safe trading. To prevent item muggings and to carry a crap load of money on one person, businesses would be allowed to trade with bank funds and/or ship items directly to one's storage. It could be an automatic feature or it would require a "Credit card" and "Credit card reader" item. To balance it out, the minimum value to pay with bank accounts would be around 3-5k, or a transfer tax, to encourage players to use and carry cash for normal transactions. E.g. if I have to go to the gun store to buy a couple boxes of ammo or refill my car at the gas station, i'll pay in cash, if i have to buy a vehicle, buy a shipment of long arms or anything similar i'll use my credit card. To make things more interesting, ATM and storage transfers could be monitorable by the police, to render cash payment mandatory for illegal businesses.

Why should this be implemented?: At this point and time, Underground RP is useless when the amount of money is easily made by cutting wood. This renders police and SWAT life kind of boring, who now rarely leaves the PD. I do not want to "Nerf" the police, but only to encourage players to Underground RP in a "stealthy" way. This also would revamp muggings and store robberies, making it more of a threat.

might as well remove the rp part from your post as i dont see any rp involved in it.

I should have used basing as a term. But I noticed the lack of RP incentives that would be present in this suggestion.

- Police checkpoints

checkpoints hardly have any rp.

drug busts is just shoot the criminals and when they are dead the cops leave

robberies are already possible.

keep woodcutting pricing the same, i think its okay since you are doing boring stuff for so long, it shouldn't be reduced imo

but yes, make a more interactive underground way to make money too, but also make a way that police also make decent money somehow to balance this. Otherwise, there will be a large amount more criminals than police like it used to!

Police is more for the fun, but they should get a bonus for confiscations.
In your opinion, should confiscations require a presidential warrant?
E.G. a police officer is informed a man is armed. The man is indeed armed, but the weapon he's carrying is fully licensed. Once a confiscation menu is opened and the reason stated in the UI, a warrant would go through the president.
It would be something along the lines
President could you approve the seizing of John Doe (If he/she has a pass, it will be notified here) 's Colt M1911 for reason Illegal detainment of firearm. Y/N
President could you approve the seizing of Lucas Simms (Blue Pass)'s Breach for reason Illegal possession of explosives. Y/N
President could you approve the seizing of Markus Johnson's P250 (No Pass) for reason Involved in a crime (Mugging, caught on spot).
President could you approve the seizing of Jane Johhnson's 20xWeed for reason possession for the intent to use, produce and sell.

making underground activites both: more risky and profitable will increase tensions a lot. The more value we got in meth, contras etc, the heavier the impact of rule breaks (minging, nrl/fear-rp)
All it will do is cause much more drama when something goes wrong as well as much more violence.
Woodcutting isnt too profitble (it was nerfed already) and is a fine legal way to make a little extra money. If we increase the profits from underground activites all what well end up with are even more minors trying to make fast money as violent as possible.
Its fine as it is right now. We got enough criminals already (about a third/fourth of them struggleing to comply with basic rules or gameplay mechanics). I fear a suggestion like this could turn it into an unbalanced dark rp like gamemode.
One of the reasons why i like playing on Limelight and i dont think im alone there is: we got a semi serious rp. While we can take the roleplay to any level we want (we are not limited on how deep we go) we dont have to constantly fear about getting our money, mour cars or similar things taken away or getting destroyed permanently.

In my opinion police force buffs made crime almost non existant. Adding some profit from illegal activites would be nice as now you can't just fend off all the police officers with your Scar-H and continue contrawhoring. I would like to see weed system redone and made more like the meth one.

Problem with the police force is their cheap superior equipment. Fledgling a PO for combat efficiency costs much less than doing the same as a criminal. (1 ceramic and medkits versus 1 ceramic, weapons, ammo and medkits). Making crime "Worth it" would improve the current situation. 
Maybe add back the mugging in plain sight rule?

I found a post by @"Sours" about the risks of a similar system.
To avoid them, it would be pretty easy. it is enough to add a safe MMORPG - styled trading menu, where you may decide to have an item sent to inventory or to storage.
